Freelancer and IT Export Tax Advisory in Pakistan

Pakistan offers one of the most advantageous tax regimes in the world for software developers, remote professionals, and digital agencies under Section 154A of the Income Tax Ordinance. However, unlocking and protecting this concession requires meeting explicit banking and statutory compliance rules.

Concessionary Final Tax0.25 Percent

Applicable to IT and IT enabled service providers who are registered with the Pakistan Software Export Board (PSEB) and receive foreign remittances via authorized banking channels.

Standard Export Withholding1.00 Percent

Applicable to qualifying IT service exporters who receive foreign remittances through official banking channels but have not yet registered with the Pakistan Software Export Board.

Four Mandatory Conditions to Protect Your Final Tax Status

1. Proper State Bank IT Remittance Purpose Codes

Your foreign remittance must arrive via authorized banking channels with the correct State Bank of Pakistan IT purpose codes (such as code 9184 for computer services or 9185 for information technology services). Using generic family maintenance codes risks losing the export classification.

2. Electronic Proceeds Realization Certificate (ePRC)

Every foreign remittance must have an issued ePRC from your receiving commercial bank. This document serves as legal proof that foreign currency was converted and realized through formal banking channels.

3. Active Taxpayers List (ATL) Status

You must be an active filer on the Federal Board of Revenue register. If you are a non filer, banking withholding rates are doubled under Tenth Schedule provisions.

4. Annual Return and Wealth Statement Declarations

Even though the tax deducted at source acts as a final tax liability, you are still legally required to file an annual income tax return declaring foreign export receipts under the appropriate schedule, accompanied by an asset reconciliation.

Risk of Reclassification by FBR

If an IT exporter fails to file an annual return on time, the tax officer may treat foreign receipts as normal non salaried business income. Normal business tax slabs reach up to 45 percent plus surcharges. Proper timely filing completely insulates you from this exposure.
